Meet the Howard University Faculty Practice Plan leadership team.

  • Vincent Orange Jr.
    Vincent Orange Jr.
    Chief Executive Officer

Vincent serves as the Chief Executive Officer (CEO) of the Howard University Faculty Practice Plan. Before his appointment as CEO, Vincent served as the Chief Operating Officer for the Faculty Practice Plan since September 2023. He received his bachelor’s degree at Morehouse College, a Master of Health Services Administration at George Washington University and a Master of Business Administration from Georgetown University. Vince has an extensive background in practice management and operations, including holding leadership roles at Rutgers Medical Group, the GW Medical Faculty Associates, MedStar Health, Unity Health and Johns Hopkins Medicine.

  • Dr. Leslie Jones
    Dr. Leslie Jones
    Chief Medical Officer

Dr. Leslie Stiff Jones is a board-certified ophthalmologist with over 20 years of experience at Howard University. She serves as Chief Medical Officer of the Faculty Practice Plan, Chair of the Department of Ophthalmology, Residency Program Director, and Director of Glaucoma Services.
A proud alumna of Howard University, Dr. Jones completed her medical degree and residency in ophthalmology at Howard, followed by a glaucoma fellowship at Wills Eye Hospital. She also trained as a Howard Hughes Medical Institute fellow at the National Eye Institute, where she continues to serve as a glaucoma consultant.
Her research interests include the genetic epidemiology of glaucoma, advanced treatment strategies, and clinical skills training through online simulation. She is a recipient of the American Glaucoma Society Clinician-Scientist Award, a Super Doctors honoree, and a Fellow of the American Academy of Ophthalmology.
Dr. Jones is deeply committed to community outreach and medical education, mentoring future physicians and providing vision care through programs across Washington, D.C.

  • Peter Johnson
    Peter Johnson
    Chief of Staff

Peter serves as Chief of Staff for the Howard University Faculty Practice Plan (FPP). Prior to joining the FPP, Peter held senior legal and policy positions in Congress, including serving as Senior Counsel for the U.S. Senate Small Business and Entrepreneurship Committee and as General Counsel for the U.S. House Small Business Committee. He also has senior leadership experience on the local level as he served as Special Counsel to the Chair of the DC Council and as Staff Director for the Committee on Business, Consumer, and Regulatory Affairs. He received his law degree, with a concentration in government service and regulatory institutions, from the University of Baltimore School of Law, and my Bachelor of Arts in Political Science from Gettysburg College.

  • Christian Soto
    Christian Soto
    Director of Finance

With over 13 years of professional finance experience, Christian began his studies by obtaining a bachelor’s degree in accounting, followed by a master’s degree in finance. He began his career working as an accountant, then an auditor, and transitioned into healthcare finance as a financial analyst for Loma Linda University Medical Center in Loma Linda, CA. After four years at Loma Linda University Medical Center, Christian moved to move to Washington, D.C., served as the financial manager at Howard University Hospital. He has transitioned to the director of finance at Howard University Faculty Practice Plan.

  • Ruth Bennett
    Ruth Bennett
    Director of Revenue Cycle

Ruth has been in the healthcare industry for over 13 years, previously serving as the senior manager of Patient Financial Services at Children’s Hospital of Philadelphia (CHOP), one of the leading pediatric hospitals in the nation. In her role as senior manager, Ruth was responsible for all billing and collections functions for out of state Medicaid and international patient populations. She obtained an undergraduate degree in biology from Neumann University and is currently pursuing a master’s degree in healthcare informatics from Saint Joseph’s University.

    Justin Wright
    Director of Operations

Justin Thomas Wright is the Director of Operations for The Adventist HealthCare Howard University Faculty Practice Plan. As an experienced healthcare operations and strategy leader, Mr. Wright’s passion for healthcare began with a variety of experiences at healthcare facilities in the Washington, DC metropolitan area. Mr. Wright earned a Bachelor of Science degree in Anthropology and Human Biology from Emory University. He went on to earn a Master of Healthcare Administration degree in Health Policy and Management from The Gillings School of Global Public Health at The University of North Carolina at Chapel Hill. Post-graduation, he matriculated into an administrative fellowship at Meharry Medical College—an academic health sciences institution in Nashville, Tennessee.
